Flood control funds to be realigned to health, education in 2026 budget

MANILA – President Ferdinand Marcos Jr. on Tuesday said the supposed allocation for flood control projects under the 2026 National Expenditure Program (NEP) will be reappropriated to education, health, and other departments.

This statement followed his announcement that there will be no budget for flood control projects to be implemented by the Department of Public Works and Highways next year as part of the executive branch’s move to rid anomalous and problematic line items for 2026.

“We will spend it on other things,” Marcos said.

According to Marcos, the P350 billion already earmarked for flood-control projects in 2025 remains sufficient and must first be fully utilized.

Meanwhile, the proposed budget for these projects under the 2026 NEP amounts to P275 billion, with some under foreign assistance.

“The locally funded project that amounts to about P225 billion, we will reappropriate it to education, to health, and other departments that need this funding,” the President said.

Marcos has assured the public that ongoing projects will continue, but funds must be spent with strict monitoring of design, implementation, and quality.
