PHNOM PENH – The embassy of Japan has described the establishment of Cambodia’s Ad Hoc Commission to Combat Online Scams as demonstrating the Kingdom’s commitment to combating online crime. Japan, in turn, has promised cooperation and support in this effort.
Japanese ambassador Ueno Atsushi expressed these sentiments during a November 12 meeting with Senior Minister Chhay Sinarith, head of the commission secretariat.
Sinarith acknowledged the continued support of the government and people of Japan for the development of Cambodia across multiple areas — including socio-economic development, human resource capacity-building, infrastructure improvement and humanitarian demining activities.
He emphasised that security cooperation, particularly in combatting online scams, is a key aspect of the growing partnership between Cambodia and Japan aimed at maintaining peace, safety and stability, both regionally and globally.
He reaffirmed the Cambodian government’s strong commitment to supress, combat and eliminate technology-based fraud, and welcomed cooperation from all international partners to jointly address this complex issue.
“Technology-related fraud is a global and complex problem,” he said.
“It requires all countries to work together to study and understand the issue in depth — to strengthen operational capacity, raise public awareness about the tactics used by criminal groups and ultimately tackle the problem at its root,” he added.
During the meeting, Ueno praised the Cambodian government and authorities for their ongoing efforts to fight online scams, noting their practical measures and timely actions in recent cases.
He described the creation of the commission as a clear demonstration of Cambodia’s determination to address cybercrime and extended congratulations on the commission’s recent achievements.
The ambassador also expressed gratitude to Cambodian authorities for their swift and effective cooperation in handling cases involving Japanese nationals.
He acknowledged the fact that technology-related scams are a complex and transnational challenge.
“Japan is pleased to provide cooperation and support to Cambodia in its efforts to combat online scams,” he said.
Both sides agreed to strengthen collaboration between the commission and the Japanese embassy, and to exchange perspectives on future plans and the next steps to enhance joint efforts through capacity-building, information-sharing for investigations and public awareness campaigns about their cooperative initiatives.
