Laos launches digital citizen ID and management system

The government has launched a digital citizen identification and management scheme to improve citizen management affairs and national security, as part of plans to create a fully digitalised system of government.

VIENTIANE – The government has launched a digital citizen identification and management scheme to improve citizen management affairs and national security, as part of plans to create a fully digitalised system of government.

This initiative has been supported by the Government of Vietnam, following an agreement made during an official visit by the President of Vietnam to Laos in July 2024.

The launch ceremony on Wednesday was led by Laos’ Deputy Prime Minister and Minister of Public Security, General Vilay Lakhamfong, and Vietnam’s Deputy Minister of Public Security, General Luong Tam Quang.

General Vilay Lakhamfong and General Luong Tam Quang, along with senior officials from the Ministries of Public Security of Laos and Vietnam, pressed buttons to officially launch the digital citizen identification card management system.

Speaking at the ceremony, Deputy Minister of Public Security Lieutenant General Khamking Phouilamanivong stressed the importance of creating a centralised citizen database and facilitating digital governance at the central and local levels.

“The system is part of a broader strategy to transition Laos to a digital government, digital economy, and digital society,” General Khamking said.

However, detailed advantages of the digital ID and its management system were not given.

The Lao Ministry of Public Security greatly appreciates Vietnam’s assistance in creating the citizen database and issuing digital identity cards, which now comes to fruition.

The initiative contributes to strengthening the great relationship, special solidarity and comprehensive cooperation between the parties, states, peoples, and security forces of the neighbouring nations.

“This latest collaboration will see our friendship flourish more and more, as well as making an important contribution to preventing and combating crime and maintaining peace and order in Laos,” General Khamking said.

“The use of digital identity management systems and cards is a great opportunity for the Lao government and helps to fulfil its ambition to create a digital government, digital economy, and digital society through practical implementation,” he added.

The project to create a citizen database and digital identity cards is funded by the Vietnamese government and Vietnam’s Ministry of Public Security.
