PHNOM PENH – Efforts to protect the digital financial security of Cambodians are increasing, with this morning’s launch of a new campaign that will verify SIM card users’ identities match their bank/payment service accounts.
The campaign is a joint initiative by the National Bank of Cambodia (NBC) and the Ministry of Posts and Telecommunications.
An official launch event took place this morning, June 17.
According to a joint press release, the campaign aims to protect citizens’ digital security and address the root causes of cybercrime by moving toward the elimination of unregistered SIM cards from the banking system.
“Through this initiative, citizens can verify their SIM card identities through the SIM Verifier Mini App, available on the DG SuperApp digital services platform, which is integrated with the automated systems of banking and financial institutions,” it said.
“This initiative will also contribute to promoting digital transformation and innovation in the telecommunications and banking sectors, which are key drivers supporting Cambodia’s digital economy and digital society,” it added.
NBC governor Chea Serey addressed this morning’s launch.
“This campaign is intended to officially introduce and publicise this verification mechanism to users, while encouraging broader participation in its implementation,” she said.
“Verifying the accuracy of users’ phone numbers and SIM card identities is critically important for protecting personal data security, such as OTP codes and user accounts, while also helping prevent technology-enabled fraud and cybercrime in society,” she added.
Telecommunication minister Chea Vandeth called on telecommunications officials and mobile network operators to work together to promote the campaign. He also instructed them to organise on-site SIM identity verification services at ministries, institutions, public and private higher education institutions, factories, enterprises and community centres, to ensure the campaign’s successful implementation.
The campaign followed the December signing of a memorandum of understanding (MoU) between the ministry and the NBC.
The agreement established a framework for cooperation in promoting digital transformation and verifying SIM card identities against users’ bank/payment accounts. The initiative is expected to contribute to the development of an inclusive digital economy and society while protecting consumers by ensuring that payment services are used in a secure, reliable and efficient manner.
The ministry and the NBC have pledged to continue collaborating on the development and integration of additional digital technology systems, as part of continued efforts to accelerate the digital transformation in the banking and telecommunications sectors, in line with the Cambodia Digital Government Policy 2022–2035 and phase one of the seventh-mandate government’s Pentagonal Strategy.
