BEIJING – Luo Huining, the central government’s top liaison official in Hong Kong, said the practice of “one country, two systems” has turned a new chapter in the special administrative region, and a promising future is in store for Hong Kong and its people.
Delivering a virtual speech on Wednesday for the upcoming Lunar New Year, Luo said the city has taken on a new look during the past year, following further implementation of the National Security Law, improvements to the electoral system, and the effectuation of the principle of “patriots administering Hong Kong”.

He is confident that as Hong Kong has restored order from chaos, any attempts by anti-China forces and local saboteurs to disrupt the city are doomed to fail.
Reflecting Hong Kong’s development history, he noted that naysayers and saboteurs of the “one country, two systems” principle have invariably ended up being disappointed and in opposition to the will of the people.
“All facts point to the conclusion that the ‘one country, two systems’ principle devised by the Communist Party of China is a sound arrangement; the strategy to align Hong Kong’s development with that of the nation is sensible; and Hong Kong compatriots, as masters of their own house, are capable.” Luo said.
He noted that for Hong Kong’s future development, the key still lies in resolutely integrating into the overall development of the country, which is also a major reason for the city’s success today.
To achieve good governance at this new stage, Luo noted that some of the corresponding systems and mechanisms will have to be established and improved, while many deep-seated contradictions and problems must be resolved.
